Currently looking for an affordable IT Online University I was checking out Phoenix University and then I found Western Governors University:

What is your IT area of interest - DBA, Networking, programming, System Admin, Cyber Security? You might be wasting your time and money with an IT degree. Knowledge and experience is way more valuable. I am an IT director so I see a lot of resumes. The ones with just certifications never get an interview. Would be happy to answer any questions

Take a look at the Cisco Network Academy. That is how I got my start. A lot of hands on experience. Not sure where your located but they offer it at local community colleges. Buy some used smaller business routers and set up a home lab.

I am interested in Networking, I do not have an IT background but I am a quick learner where and how would you recommend I start my IT Career with the most affordable and effective training/education.
I might be able to help give some advice as I am networking field for almost 10+ years
Back then 2008 I start with CCNA -> CCNP and then CCIE it's not an easy path but it's workable as long as you keep practice.
Based on my experience, networking is all about concept and hands on (including troubleshooting). the more you hands on the more you will understand how it work.
If you have tight budget, you can use Packet tracer for CCNA practice, for CCNP you can use GNS3 to study layer 3. But for CCIE it's better to get the real devices.

Most people will start from
Network engineer -> Senior Network Engineer -> Solution Architect -> Enterprise Architect but it doesn't means you have to follow the path. Some can start from design team depend on the opportunity.

For the range of salary, you can google it.

Recommend you to go for udemy and take CCNA courses first.
