I've been developing web apps for the last ten years and used PHP (CakePHP, CodeIgniter and plain old scripting, ouch), ASP.NET and Ruby On Rails to build a variety of websites. My favorite among these is Ruby On Rails. I feel really productive developing on that platform and its logic just clicks well with the way I think, and its fun. MVC and ActiveRecord are awesome patterns to keep things organized and accessible.
Recently, to improve my time-to-market on self owned projects, I've begun dabbling with CMSes, namely Drupal 7 and Wordpress 3. Drupal is nice and very robust, I'd say its more of an inbetween framework and cms, i.e. a CMF. But I'm simply amazed with the things you can do using WordPress and plugins. And both platforms are highly customizable and well organized. I've found that there's simply great time-to-market value with these platforms, so when evaluating what tools to use for a project I'd suggest looking at CMSes first. If they don't seem to cut it (or you feel like you're cheating as I do sometimes) I strongly suggest RoR for an agile and fun development experience.
I am contemplating using symfony to start my project coding and was reading about it..
they basically say the same thing as you, that if a CMS or platform can do it, use it, otherwise (if you need e-commerce+content) then you're better with a framework (like symfony).
symfony is the php equivalent of ruby on rails' framework.
