Best international VOIP service?

Does anyone have recommendations for a high quality VOIP service for international calls? By high quality, I mean low lag, low signal corruption or drop rate, high clarity calls, when calling cell phones / land lines.

Basically Skype doesn't cut it. So what's the good stuff?

I use Skype voice for international calls to the USA from Tanzania. Works fine when the wi-fi connection is strong.

I've read Google Hangouts and/or Viber could be solid options as well. Have you tried any of these?

Was not aware any of these did calls to 'traditional' phones. I'll check them out.
