Advice on finding qualified investors

So we have recently put together several successful deals in the cannabis space for ventures in Oregon. We have been tasked with finding investors for a very large grow operation (over 35 million) with an excellent ROI.

For the most part we have found our qualified investors off craigslist, but to get to one really good one, it seems you have to go through about 50 flakes.

We are now looking to start marketing our newest venture, along with some other plays. We need qualified investors, and was wondering if anyone had any advice on where we could get the most bang for our buck, or where they have had success in the past?
