I'm sorry but can anyone here who is educated in this subject help me out on this? 9 Trillion dollars missing and they couldn't give an explanation on where it went or an investigation?

I don't want to judge right away but I'm just wondering cause thats a really large number missing and the lady seemed hesitant to give direct answers.
