There's already a site like this GirlsAskGuys.com - Two Sides...All the Answers but it is based on girls asking guys. I see a need for guys asking girls very similar site. I wan't to fill that need.

I basically wan't a site that is the same setup as GirlsAskGuys.com - Two Sides...All the Answers but customized for my site. I am on a budget and would like it done as cheaply as possible.

Do I need someone to type out the order for outsourcing the site or can I type it out myself and hope the freelancer knows what I am saying or do I NEED someone with technical knowledge to type out the order? What should I expect to pay at the least/roughly how many hours? I see people on Odesk charging rates all over the place. Any suggestions?
