Hi, I'm starting the web design firm that serves both the web designers and the customers beyond expectations.

The problem is that even though, I have some general idea what tech entrepreneurs are looking for when they are hiring a web designer to create their website; what is that you would be looking for when hiring a web designer?

Someone familiar with the best practices, mobile optimization, conversion rate optimization, landing page optimization, and search engine optimization. Plus, it needs to load fast and look nice, obviously.

Make sure you always have coppies of the work.
If they have the keys to the kingdom you are not in control.
Security of your website. A lot of dvelopers are not security concious.
Samples of thier work.

Most customers don't know what they really want in terms of web design. You can dazzle them with graphics but what they want is something that is functional and easy to navigate.

Well, the designer should have understanding on the Mission and the company Values...and should have endless amounts of creativity

That they are not reinventing the wheel. Make sure they are using existing battle tested technologies and not hacking something together for the challenge of it [1]. If they walk in front of a bus, someone else should be able to quickly get up to speed.

[1] Wordpress, Rails, Django, Twitter Bootstrap, JQuery, etc.
