Wondering if anyone has any advice on the best state to form a LLC? From my searches many people suggest to go with your own state or Nevada/Delaware (for taxes)

Quick Background: I live in NJ, business partner lives in PA, so we can do either state and avoid the foreign fee:
Current costs: (tried to get the numbers from each states web page)
NJ: $125 filing Fee + $50 annual fee
PA: $125 filing fee + $380 annual fee per person ($760)
NV: $75 filing fee + $75 foreign fee + $125 annual fee
DEL: $90 filing fee + $100 foreign fee + $250 annual tax

So from the numbers above NJ is the logical choice, but I could not find any information on the Tax benefits that are mentioned for NV and DEL.
Any thoughts?
