That is NOT a worst-case scenario.
In many countries in the world, energy production, commercialization and usage --yes, usage-- is controlled by governments. If/when a big producer gets to be in trouble and we are short in power, the government will have to step in and control it. I recall back home that energy ration happened when rain was not enough (most power is produced from hydroelectric plants). I recall when I went to California years ago that energy prices vary by the hour of the day. My cousin was told when to do laundry and dry their clothes, or bake a cake.
