Bailout is the correct term. I would like to see the government pony up the bad mistakes hundreds or thousands of small business owners have made. It's amazing how a big company can get what it wants with a bunch of sucker money that average business owners in the US have to deal with (ie bad business ventures). Let them fail and learn from it. Don't give them millions of dollars for letting a company fail or running a failure of a company! Aargh.
