What are the Safe Investment that yields 4%-6% that he mentions?
Also is this Monthly or on a annual Basis?

How can I create income that is derived from non US Dollar Holdings in other countries?

EPR: 8.2%
MAC: Macerich: 6.9%
WPC: WP Carey: 5.8%
WSR: Whitestone: 5.3%

What's better is the REITS above are secured by hard RE assets and businesses.

As for investing in these markets outside of the US, that depends on the country you are and their regulations on investment accounts.
