Bush signs housing bill to provide mortgage relief - Yahoo! News

So what's the deal with this bill? Can anyone take advantage of refinancing their primary residence into some kind of cheap FHA loan, or do you have to meet certain requirements? (i.e. be 60 days late on your mortgage)....

I've got a 5 yr ARM on my primary at 4.85% until 2010, so when that adjusts, I could be interested in cashing in on this, if they don't figure out a way to disallow me?
