How should I take the next step

I am designing a modular fish bait tech and I need to attach it to a functional bait. I do not know how to make a fish bait body. Should I pitch my idea to to fish manufactures and work with them or sell the idea to them?

I am having trouble clearly understanding what you mean by 'functional bait' and 'fish bait body' and this may be because I live in an area flush with rivers and lakes and every type of bait used for both.

Will your tech work with many different types of bait?

Have you been able to show the tech works or built a relatable prototype?

I think earlier pitch won't work unless it is really easy and convenient for the gen pop.
It is important to create a functional & imperfect prototype and see your competitors - what they are doing.
You can stand out being different by solving the problem.
