I am in dire need of sales associates. I've been running ads on craigslist but the talent pool is just plain shitty. Half the people that are sending their resume, are people that sent in their resume over a year ago -- perpetually unemployed. The other half can't even solve the interview problem (20+2)*(37+2) = x. Im trying to get people who would be sales associates at Best Buy; tech savy, younger, working at an hourly rate but measured on total sales. How do I reach these types of potential employee? My starting pay level is higher, and work environment more enjoyable and less corporate, but obviously the 'growth' with the company is not existent.

I'm thinking about Monster or some other job board.

You have one answer already. Go to Best Buy (or similar) on a slow day and talk to the people on the floor. Make offers.

Dice.com is tech leaning job board.

Get on Meetup.com and see if there are local networking events. Business mixers are good because they'll have people from a large cross section of industries, and they'll certainly know lots of people. Some of those people will do sales, and be looking for a job. Of course you want to be careful how you phrase it - don't give off the impression you're trying to poach someone's employees.

Craigslist is kind of bottom of the barrel. I mean... if you were looking for love online, would you go to Craigslist or would you go to a paid site like Match or eHarmony? If you're looking to catch a sexually transmitted infection, then you look for love on Craigslist. If you're looking for a quality companion you would want something with at least some sort of barrier to keep the riff raff out.

Online I would try Indeed, Hired.com, and Angellist.
