Audiobook APP In foreign language

A year ago I had an idea about a Audiobook platform similar to Audible but in my mother language.

Now I found one almost exactly like I imagined it to be.
It was published a year ago and has 5000 Downloads, the membership costs about 7€.

The numbers were a bit too low for me, I think the biggest problem for that was poor Marketing and exposure.

I Think the market is big enough to have at least 10.000-20.000
members with great execution.

If we ofer a membership for 5-6€ a month, which gets you 1-2 free audiobooks a month, and besides that you can make purchases just like on audible.

So the target Audience is probably not HUGE not in the 250k range I would say.
But it's definetly more than enough to make some decent monthly profits.

Obstacles and barriers of entry:

1.Getting publisher and Author rights
2. Developing a functional and sexy app.

Since I would not pay 20-30-50K to a developer (even in a third world country), I need to find a way around it first.

Option A:
Make the app myself using some app dev. Platforms that don't require Coding.
Option B: Make a Website instead off an app for the beginning to validate my idea.

Option B: paying someone to do it

Potential Cons and downsides of the Idea:

1. AI - Ai could destroy the whole industry in a few years by eliminating Language barriers and Narrators. Although It will not be able to pack it into a well functioning and sexy app like audible (hopefully not anytime soon) it is still a consideration to keep in mind

So instead of blowing my money without any money comming in, I would like to know if any of you guys have some Feedback or opinions to share on a smart move to make.
