403b or roth?

I am trying to convert my 403b to a roth and just take the tax hit now. Without getting political how many think the taxes you would pay in 20 years would be more than the taxes you would pay to pull it out now from the 403b. I am worried that the tax rate could double making before tax annuities almost worthless. I would rather take the hit now at today's rates and move it to a Roth IRA.

Any speculations?
