Now, i'm pretty sure forums are more on the slowlane side...

But I have a few ideas for some forums and would like to know if there is serious money to be made off of them?

Also, how complicated is it to get started and is it worth $250 to purchase a custom designed forum skin?

Maybe later. CONTENT is your most important focus right now. Create content to draw users/customers. Content costs time and creativity, not $250. If a forum needs a skin, make it pay for its own.
