Why arent small businesses taking advantage of data?

Just trying to do some research into why small businesses aren't taking advantage of all of the data that is available out there, especially because it would help them increase sales. I think the most important data out there is customer buying habits at POS, and believe this could be a huge help to small businesses to not only increase sales, but facilitate better customer relationships, and create better targeted campaigns.

Im looking at trying to get into this space, and know there is some big players, but there also appears to be a lot of untapped need.

Anyone have any advice or thoughts they would care to share on this?
