Need advise on designing a landing page

I'm building a large website oriented towards a younger crowd. The coding is mostly complete. The design of the site requires a landing page for users to input information and be redirected to the appropriate page.

Anyway, I need an aesthetic looking and highly functional (IE: low bounce rate) landing page. I know landing pages are less than ideal, but it cannot be really avoided a this point. I've considered a few options:

1) Crowdsourcing: Post design requirements on a website such as 99designs.
2) Hire local freelancer: From craigslist. Some are high quality
3) Hire a graphic design firm. I've considered designpax.com. Can anybody recommend them?

I'm leaning towards option 3. I'm highly skeptical that crowdsourced designs will not have functional HTML but rather just be a sliced image. Advise appreciated.
