I have never really partnered up with someone, so I don't really know what would be a reasonable split. This is the one that I think would work.

Well, I am not just looking for someone to pickup the phone and dial numbers.30% for only cold-calling is a retarded amount of commission (assuming your wording means no-equity type of partnership ).
9% is around the highest for low-level work (plus salary). Educate yourself.
