Or, better yet you could somehow target the 50,000 international students in Illinois who come from China and India - who come from high income families with disposable income and typically place a high priority on the academic success of their children.
Off the top of my head, a bespoke tutor referral service that pairs students to specific tutors with a matching skillset/compatibility via video chat prior to a student even arriving in the US. Market to Chinese parents with children who are in the application process, charge them a fee, and charge a fee.

A lot of these kids are awkward as F*ck - think of some sort of cultural immersion program you could offer.
One of the biggest reasons the flood to the US is also to develop strong personal relationships for their future career.
Pick a single industry with large # of international students studying those courses.
Host meet and greets with decision makers and influencers in those industries, work out some sort of mutually beneficial project that brings the two together, etc.
You're targeting the wrong segment of international students imo. There's a wealth of opportunities just focusing on China and Indian students.
