Business License, Resale Cert, etc. - Questions (and LLC, too)

Ok - I'm working on an e-commerce site. I'm utilizing drop shippings to start up, so no physical location for the time being. Hopefully, this will change soon as I was offered some free space to use for the time being if needed (My uncle built a quite large garage on his property). Anyways - here's my predicament. It looks like I need a home occupation permit in order to do business. Ok, fine, except for where I live I have no bills (required by the home occupation permit) in my name (my rent includes utilities). Also, I don't think the owners will sign off on the permit.

So my options are - get someone else to put my name on a utility bill, have their landlord sign off on my permit (I know the landlords - friends), and then go from there.

OR

File cheap LLC/Inc outside of California (California LLC is $$) and work that way. However, I'm not sure how people do this - what do they put down for the physical location, etc.?

Thanks - this is new to me. I know it's mundane stuff, but I have to take care of it before I can start drop shipping from my distributors.
