Best way to determine keywords for article writing at launch?

Im wondering how do you define what keywords to write articles for at the launch of a site. The otherside of that question is how many? I have seen people do thousands and be very successful. I understand it can add up in costs to do this but it is what it is.

Im sure the best way is to just run PPC but id rather not, is there any other way? Also is article submission mostly for random traffic or can it actually help you get 1st/2nd page on google for specific keywords? If it can help rank you do you need to focus more on a few keywords and quantity? Basically im wondering what the main purpose/strategy with article submission... just put as many articles out there for as many keywords as possible, or focus on top 100 keywords and submit those articles 100 times per keywords rather than many keywords and only submitting each article 10 times per keyword?

What type of site is this for?

Article submission is generally done to get links back to your site. I would pick a small number of keywords that you want to target. Make sure they are something you have a chance of ranking for. How do you know? The easiest way is simply to look at the sites ranking for your chosen keywords. Look at stuff like inbound links, domain age, etc.

Is this even a good tactic i keep hearing many people say its a bad strategy due to low quality links etc.

I read some things at the warrior forum and it seems its best to set up a blog, post the articles on your site then publish them to be the authority.
