Advice on Web Design

I'm looking at developing a site that is similar to the experience that a few of the freelance job sites have combined a little with the types of stuff that the two main regular jobs sites do.

Basically, an employer account section and a job hunter section with a lot of other ideas thrown in there that I think will really do a great job of setting it apart from other sites.

Problem is that I don't know where to get this done. I've looked at Kajabi but I don't think that will do it. Do I need to go with a freelance web designer? If so, what will keep them from stealing my idea?
