I think the UK is probably mid-way between Europe mainland and North American in culture these days. For us its always been pubs are the big social place, but coffee bars more so now. Very few drive-through places and only ever for fast food.
College-type classes you can go to for a couple of hours a week, usually in the evening or maybe a Saturday, to study all sorts of things - for me it's usually been languages once a week in the evening. Also I did counselling/therapy introduction, silversmithing just for 1 semester, 1 day ethnic cooking classes for interest and to meet new people.
I don't know what Quebec is like, but it's obviously available.
