Is patent infringement based on patent claims or description?

I have a good idea, and apparently someone else had a similar good idea. Before I decided to pursue this idea I did a quick patent search, and found something similar, but different from my idea. Reading through the patent claims his patent uses a different method compared to mine, and he uses a different platform as in he uses a computer, and my idea would use a mobile device.

So should I be searching the patent claims or the patent description to find out if I can use my idea?

I think a patent description would work best.

Also remember, a mobile device is still in a way, a "computer".

Just minimized to a touch screen with a few more capabilities.
