Don't know if there's anyone in this realm on here but if there is, I hope this idea could help you.
Try to contact engineering/construction/even land surveying firms to clear brush for them. Dig stuff out by hand, etc. On a smaller scale, i.e. areas they can't stake clearing limits and nuke with a bulldozer, the main option is using machetes and with safety regulations getting stricter and stricter, a lot of companies prohibit this. It seems like someone with the right mindset could capitalize on this. These companies are also keen on avoiding the cost of heavy equipment/operators when possible.
Survey crews brush their own jobsites out usually, but sometimes working for safety nazi clients, we're not allowed to. The people that get sent by these construction companies/engineering companies to clear brush are in house laborers that take FOREVER, have no motivation to get the job done and usually only clear half of what's needed. If you had all of the equipment (weedwhackers, other similar safer tools) and some gusto, you could make it happen much more efficiently.
Clients in this realm would love to pass off liability, and if you have all the equipment and are a legitimate entity, it's at least worth a few phone calls.
Could be a step into a new territory that other companies in the landscaping realm aren't aware of. Could be a wash, who knows. Random ideas from inside knowledge of this realm.
Either way, thought of this recently and hope this gives someone some ideas. Happy Monday.
