Hi Yes. It's a design element that is not user friendly. It works for you because you want people to enter data into the form before clicking on the link but a user does not necessarily think that way hence my suggestion.- judydudette

Nice simple site! However, I agree that asking people to fill in a form on the home page can be annoying. If you decide to keep the form on the home page, I find the "Fight my ticket" link below it confusing. I kept trying to click on it without filling in the form and naturally, it wouldn't...- judydudette
