I've personally worked with a company that does 7-figures a month driving cold traffic to clickbait articles. It basically all boils down to great content, high CTR ads (but still compliant!) as well as good relationships with ad networks.

Just always a juggling act to stay compliant/within policies while running on sources like FB.
Someone searches for “hotels dublin” on Google and clicks an arbitrageur’s ad.
They get sent to a meta search engine listing organic results pulled back from various search engines, with Google Adsense ads above and below those listings.
If the organic listings aren’t that relevant or attractive then the visitor will be more likely to click on the ads.
