When starting a business, how do you decide between being a local expert, national name, international superstar, franchising money machine?

An industry I am just entering has 6 competitors in the local area, multiple big name national competitors and too many to think of big game international players. No franchises however. My name/logo/branding was chosen with the idea that if I expanded out of local it would not be a disadvantage. Question is, my direct local area has no companies in town but I'm sure some of the B2B consumers use some of the big national or local Floridian companies for this service. I'd be the first to establish this directly in Jacksonville which has a fairly large population.

More so thinking about the mindset some of you have regarding this or how to technically approach this.
