Build a fastlane business educating people in learning a foreign language better than what is already out there.

Your market is that group of people who wants to capitalize on this trend in the job marketplace.

Use a scalable membership site platform, and collect a monthly fee for the training videos...or all up front in one lump sum.

You don't have to be the person who knows the language...

Go and find someone who is already fluent in a language and have them create the content learning cirriculum for you. (Foreign Language Teachers are always looking for more ways to make money).

You are the one that works ON the business building the systems and generating customers, where the other person you find is responsible for content and teaching the courses...

Put together a win/win deal with the person...and go to town!

Meh... easier said than done.

What about quality control? How will you know that the people you are "hiring" are qualified in the languages and not just using google translate or something like that?

What about the huge brands that are already out there like rosetta stone ? What about the marketing part?

Even if you made it the hard part is marketing this

Someone looking to learn a language can be anyone. Targeting them would be hard.

Not to mention all the other established players in the game. (which is never a reason to stop a idea but, something to consider)
