Tax credits are available for the first 60K cars sold (each type of car) - up to about $3,000 per tax credit. After 60,000 cars are sold, then the tax credit is phased out.
Toyota reached the 60K limit first, and Honda just recently reached the limit, but tax credits are still available for the purchase of a hybrid by other companies (Ford, GM, Nissan, etc.)
