In Belgium we have this paid service called TRENDSTOP. 200 dollars a year and you have a catalogue of all the businesses in the country, complete with telephone numbers, e-mails, how many workers they have, their turnover... Easy to filter, easy to use. Best investment I ever made.

It shouldn't be too difficult to find or buy industry-specific lists if you are doing B2B.
A good free spot to find a few high-quality leads is hunting down trade shows and finding the list of attending companies...
