    Thanks for the reply everyone. It's a thing in some of the less populated areas in Hong Kong (i.e. "The New Towns"), where they were planned with better cycling infrastructure. However, most people live in those areas still have to take the subway or other public transport to get to the work...

    Not really, it is more like the optimization of existing non-railway public transportation. Instead of long distance high speed travel, what a crowded city needs more is to not get stuck in the traffic or, a bus that doesn't stop every minute for 40 times to get someone home.
