There is quite a high risk to get penalized and the reward is basically null, even if you don't get penalize, you are not going to rank anyway for anything with those link.
I know how these backlinkings services are done and they are useless. Buy a software - Article Marketing Robot - , find a list of article directories that auto accept articles - or combine several lists on the web. Input an article - preferably spinned, since article marketing robot has a spinning function - press a buton, charge 5$.
But seo is not that easy. Use to work quite well about 2-3 years ago, not anymore.

I agree with your other quotes, but SEO is still easy when you figure it out. The only difference is that people got used to hiring VA's for $2 who button mashed scrapebox and ranked.
Since they can't do that anymore, they give up.

Here is the thing, you are not going to rank a site by buying $5 article submissions from fiverr.
But you also aren't going to rank a site by submitting your own articles all day.
I won't lie to you, to get awesome rankings you will have to spend some money. 80% of your results will come from relevant high PR links. (I am talking a few PR 5 and some PR 2-3). Then you diversify your anchor text with tools like Senuke (or outsource this part on fiverr).
That's pretty much all you have to do.
If you don't know what your doing, and don't really feel like getting pantsed, shoot your questions on here so we can debunk the myths.

If you want to mess around with Fiverr or blackhat techniques, set up a domain name and try the techniques there while linking back to your money site. If google penalizes you, remove the link from your spammy site to your money site.

Not to hijack this but the level of expectation at $5 is much lower than a higher dollar amount. If you buy a $5 remote control car and it breaks after 2 weeks you'll probably say "that sucks, oh well, I got $5 of fun out of it". If you paid $300 for that same RC car, you'd be seething mad.
I know I'd be hard pressed to penalize a $5 gig unless what came out the other side was completely obfuscated.
