You have to pay a little extra for this. With Godaddy it's one of the options you can add during checkout. They replace your info with theirs, yet you still own the domain.

I use Network Solutions as a registrar. They do have "Protect your contact information from spammers and identity thieves with PRIVATE REGISTRATION" options for $9.00, but I use a P. O. box information and 999-999-9999 for the telco information. I will only be able to be contacted via postal mail from anyone looking my domain name up, other than Network solutions having my email account info.

Yes, you may change registrars. I am not sure about the $9, since I haven't used it.

It's included in 1and1.com's domain name registration.
My P.O. Box info is valid, just not the phone number.
