I've used Windows Movie Maker in the past. It works fine and it is easy to use when starting with video editing.
I recommend Jamendo.com where you can find plenty of music published under Creative Commons and similar licenses which usually allow use and sharing of the music under certain conditions like that you provide credit to the author, license the derivate under the same license and sometimes that you don't make derivatives and not use it for commercial purposes.
It has a search function (advanced search) which allows you to tick the boxes if you want to display only results which allow you commercial use and derivatives. I've used some stuff from there myself a couple of times.
Alternatively you can check out sites with public domain music, though that's mostly gonna be classical music. A good example seems to be musopen.com.
Third option is to make the music yourself.![]()
