Just using ad words and general knowledge right now. Not sure what kinda of information you are looking for?
Spyfu will definitely give you some ideas as to what keywords your competition is going for. If you don't have their budget, you may want to go for the long tail phrases for those keywords. For example, in our industry we could go after "vacation rentals" or we could go after "vacation rentals Ruidoso" or "vacation rentals Ruidoso hot tub". Since we have a much smaller budget than the competition, we would be better off going for targeted traffic, (once we get enough inventory) instead of going straight for the big keywords. ...Pick the low hanging fruit in other words.
There are books written just on Adwords strategies, and you can ask 10 people and get 10 different answers. My .02 is find super-targeted traffic, and play for low stakes until you get the basics down--such as tracking multiple campaigns, figuring out keywords for your products, etc. Ride the learning curve then crank up your ad budget.

Yup there are many different stratigies built around adwords but they all vary according to industry. Take the time to do keyword research on your site and your competitors. For competitors check SERPS and alexa or any other listings and check their site keywords then check PPC competition. When you check it on google be sure to expand all the colunms so you get all the data out of it.

as for click fraud, let Google worry about it. It is central to their business to minimize it, and anything you will do will be wasted effort and have minimal effect. Accept that there is a about a 10-15% crime tax and move forward (it is probably the same in any business).
