Thanks in advance for all your help... I know no other route to take.
This is the issue.
My brother is being victimized by the IRS -- legitimately so too because someone bought a house in his name/SSN, using the tax credit for a first-time buyer and we need to find out who it is so we can stop the bother. I do not know the process so I am hoping someone here can tell us where to start to follow the paper-trail and see who is responsible and catch the culpret.
Right now the total bill is over $10,000.00 and garnishment is the next course of action. I will direct him to communicate with them and work out a payment plan while we find who is really responsible. I will keep you abreast as time goes one.

This is NOT legal advice as I am not an attorney. However, encouraging him to work out a payment plan on a fraudulent transaction is about the worst advice I have ever heard. The IRS is not going to take collection action on a fraudulent transaction. Have him get an attorney to discuss the matter tomorrow with the IRS. They're the largest collection agency in the world... they have 1,000x more likelihood of solving this issue than you do.

@Jake I know nothing about how to do this. I am taking advice from the forum. I am just getting involved and is just shooting from the hip.
Thank you MJ... will do that tomorrow. I know they will not take to me directly so he will need to be present.
@Vigilante -- again I do not know what to do and he has not done anything. Now I am trying to do something. He is of a care-free personality and so we have to push him to handle this and that is what I am trying to do.
To further solidify my ignorance of this, I am looking at his credit report today. The thinking is that we will find the mortgage company who processed the mortgage and then we could track it down from there and even this is just taking a stab at it. Tomorrow if he is off work I will call the IRS with him and handle the matter as best I can.

Credit reports show nothing -- all three of them.
You need a tax attorney and to talk to the right people in the IRS, MJ's link is the correct one. The IRS is the best resource to solve these problems, they do it every day!
Oh and it sounds like his identity might have been stolen, if I were him I'd do a credit freeze until this mess is sorted out, right after I changed all my CC numbers.

I just want to give an update to this matter.
Called the advocate number, was on hold for 1 hour 15 minutes before I got to talk with anyone.
Spoke with IRS and explained the issue with my brother next to me. They stopped the garnishment and further mailings on this matter and faxed an affidavit for him to fill out and mail back to them. We have done that and are awaiting their review of the matter.
Needless to say -- he is happy... finally get to get a paycheck. After this, I start working on his fastlane mind.

I am trying... he is a piece of work to say the least.
Fear has got him in its grips so while he is in that wilderness I will have to (try and) lead him out and that is what I will do.
Most of us know how it is -- when we should move toward the conflict or problem, we run and hide and like the ostrich, put our heads in the sand hoping it will pass us by: that is where he is at now. I hope it won't be for long for him.
I can relate. I'm constantly worrying about my younger brother. It's tough.
