what country you hire in
what social/language barriers are you willing to put up with or work through to get a price
depends on how good you are at asking or negotiation

Only skills in the basic computer programming languages are required, JS, PHP, HTML, and MySQL. Preferably, I'm looking for at least moderate skill level, and the time frame within, preferably, a month, give or take. Originally, I wanted to hire a programmer from within the US, but I don't think the country I choose to hire in would be much of an issue anyway. I'm not terribly worried about potential language barriers, I'm sure there are ways to work around that problem. And, rather than by-the-hour type payment, I would prefer to pay them in one payment all together, if that's possible. Thanks for the feedback.

You can check out ODesk, which lets you post contracts and you get to pick who you think is the most qualified. The best ones charge quite a bit and are in high demand, but you may be able to find good ones overseas.
My experience is basic programmers from the Philippines earn $200 - $250 a month at a job as a programmer.
So you can figure from there.
I believe Ferris talks about his in 4 hour workweek but not 100% sure.

Recent graduates from Computer Science, Software Engineering and similar 5-year degrees in south america make between $400 to -$600 per month.
$300 per month for a programmer in the Philippines does not sound weird.

Awhile back I hired an Indian team of programmers for something like $14 per hour.
That was just programming some PHP for a website though. I'm not sure how much it would cost for more complex work.
