I am planning on starting off a t-shirt wholesale business. I have my wholesale source already, and am content with the prices for now. For starters, I am selling solid white tees. Who is the right manager to talk to about stocking business when approaching a commercial retail store, like Kohls?

But you say you are going to buy from wholesalers?
Usually a wholesaler would buy from a manufacturer.
As you probably know the t-shirt bus is a TOUGH one to get into for many reasons.
One of which is that it is so easy to start a t-shirt company with a printing press in your garage.
Or buy a direct to cloth table top printer.
