It could be fastlane, I think it would have to specialize though. If you just made another version of craigslist, why would anyone use yours when craigslist is already so established? You'd need to differentiate somehow.

I have heard of not inventing the wheel and just perfecting something that someone else has already done.

You could do it, but you would have to divide yourself from the rest.
For example, in a foreign langauge, additional info,nicer layout,and so on.
I actually started to design the functionality of a site similar to this about 2 months ago. One, Kijiji got bought out by eBay classifieds. Here is some useful info I thought of regarding this idea. One thing I like about craigslist compared to eBay is that it's free. One thing I like about eBay compared to craigslist is you can reach a larger audience (US vs local). If you combined the two and had a free listing service with the availability to pay for a US-wide posting, there may be demand for that.

To my knowledge, craigslist makes their money $25 per listing on the "help wanted" ads in just a few cities in the US (SF, LA, NY, etc.). You could do something similar to that, plus charge for listings that are US-wide, and still allow the people wanting to sell their stuff within their community to post for free. This would give the user the option of posting free locally, or paying to post nationally.
