Can I not send PM's?

Whenever I send a PM to someone and I look in my Sent Items box, it says nothing was sent?

Do I not have the user privileges or am I missing something?

Look under General Settings in your profile. There are two toggle buttons for Private Messages. Make sure "Private Message" is selected as "on".

Found the problem.

There was an option that allowed sent messages to be saved, and by default it's turned off.
