What happens when small businesses launch but don't "scale?
There are many of us on here running businesses of various sizes. After turtle-ing up for the last year, we are in growth mode. Mostly limited by two things....1) capital reserves....2) hard to find qualified people in the sea of laid off people who let their skills deteriorate and the new grads w/ no co-op or similar experience.

Are you in scale back, stay put, or scale up mode?
What specific policies / tax breaks / things available / etc. would get you to hire?
What opportunity is there for a new business to fulfill these needs?

What would get me to hire anyone but students? Repeal of protectionist labour laws, abolishment of labour taxes, when I can fire them any time I see it fit, without compensation or frivolous law suits. When 80-20 rule reverses on its head?

You have the sensible idea - go with the flow and exploit the current clusterfrek, get some government funding for "helping" the situation.
I'll hire when it makes sense. Every employee you hire should make your life easier and/or make you more money. Other than that, I don't see a reason to hire.
